How is that a good build?

You're basically saying "Screw it, getta good processor and RAM, get whatever GFX fits in the leftover budget...

it is a good build for some one who does not want to game much.
it will play any game mabey not maxed out but it will play any game.

approx $700...
Should Get something like
E2160 + aftermarket heatsink + GA-P35-DS3L + 2GB RAM + 9600GT + 160GB HDD + 19" LCD
