Building a Computer for my friend

I don't see why you couldn't run 4 PCI-E graphics cards on that motherboard it has the 4 slots, I've never seen a motherboard with 4 PCI-E slots. Interesting.

I was looking at a bunch of mobo's and I decided on this one.

I am confused with DDR2 and GDDR3 on Video Cards. To make it short I just need to know if I could get dual video cards on this mobo, with these video cards.

Go for intel set-up, they perform better at the moment.

DDR2 RAM is different from GDDR3 for vid card, no conflict.

Vid card: For a budget of $130, you should get 9600GT instead, works a lot better than 8600GTS. (check it out at newegg)
Actually, you should use ATI (3870/3850) instead of NVIDIA, or you will waste your Mobo. Your Mobo support Crossfire, but not SLi.
In case want to use NVIDIA GPU, I do suggest you go for a cheaper Mobo (AMD 770 chipset @ $80-90) if you really want to stick with AMD set-up

By the way, what is your overall budget? We can get you a list to consider.
