Building a New PC HELP!!

Please Help,

I bought an elite group K7S5A Pro 5.0 motherboard, and was given an ATX: ABM box from work. I have a 10.3 hard drive, and plenty of ram. I have hooked up the motherboard to the power supply, and I installed a CD-Rom. I also hooked up the floppy. When I plug in the power supply, it makes a high pitch sound but it doesn't turn anything on. Please help. I can't figure it out. Any Ideas are appreciated.

It is just a buzzing. Not really a beep. And I tryed to turn it on using the front, but it won't come on. I read the owners manual for the mother board and it seems to be hooked up right!! Any Ideas??
 
Did you make sure everythings plugged in? Read building computers 101 to see if you missed anything. Can you hear the fans and hard drive? Did you remember to power the drives?
 
I can't here the hard drive, and I can't hear the fans. But I did hook everything up. I am just baffled. The IT guy here at work, told me everything seems right.

Well your PSU is buzzing so I dont think its the PSU... Make sure you did the following:

Placed motherboard standoffs
Put same number of screws as standoffs
Plugged in 20 or 24 pin ATX power to mobo
Plugged in 4 pin power conector to mobo
Plugged in molex to fans
Plugged in hard drive molex or sata power
Plugged in case fornt panel buttons to mobo

Since you dont hear any fans or anything, those are things to start with.
