building a PC...help

i just read an article basically saying if you want a basic PC it is better to buy and if you want a good performance one it is sometimes cheaper to build yourself.

i have never built a pc before, but my brother has, so i can have him do it. but i just need some recommendations on the parts to buy for what i need. i currently have an Dell Inspiron 1520 laptop i bought in 2007 it was my 1st purchase and it is just running too slow even after i upgraded to Windows 7 and upgraded the RAM to 4GB.

here is what i need a desktop for: browsing the internet (multiple pages up at once), i need to run Photoshop and Lightroom as i edit a lot of photos, i do some video editing but not much, mostly just pictures. also sometimes use Office programs. i do not play games, except for the occasional Windows Solitaire. i plan on keeping Windows 7 and i watch movies on Netflix and sometimes DVD. Blu-ray doesn't matter if i have that or not. it doesn't have to be super fast, just not too slow.

i am looking to spend $800 max. i hope this is do-able...

and if there is a built one already that you recommend please let me know. thanks.
