I was wondering if anyone could help me out with building a pc. I was looking to make this pc dedicated to emulation, I would like to be able to play most titles from nes to ps1 (maybe ps2, not sure if this is possible). i would like to keep this pc as small and compact as possible. To give you an example, i would like this to fit in a case that is the size of a wii (or maybe even smaller). Price isnt a concern. Im a total npob at this computer building I would really appreciate any and all help.Thanks!

Not possible to get as small as Wii for gaming.

If you want to build it yourself, you should consider the slightly bigger SILVERSTONE SG07, which come with 600W PSU. It should fit any video card.

it's one of the smallest ITX cases that fits full size video cards, heatsinks etc.
Also take a look at hardforum's SFF pages, they're a lot more discussions about SFF there that might help you. Building a ultra compact gaming PC is possible, it'll just cost more than usual and require a lot more work. Getting it down to the size of a wii is impossible, but the size of an old xbox is probably doable with a lot of modding and tinkering.
