Buying PSU and CPU fan

I'm thinking about buying a new PSU for my miniATX and also a new CPU fan. I found a couple PSUs but don't know which to choose. I'm on a small budget. Maybe $25 max for the PSU and $15 for the CPU fan. Here are my choices.

Micro ATX is the same thing as a mini ATX right?

Also a question about CPU fans. If I get a better one, will it boost my CPU performance?
 
Your CPU will run slow, because it slow. The fans won't help too much, since you don't have a CPU using THAT much heat and power, since it's not very high tech. As for the PSU, you have to expect what you're paying for. 320W will do your computer fine, however.
 
If your cpu is constantly overheating right now, a new hsf will bring you back to a "normal" lvl of performance. If your cpu isn't overheating, then a new hsf won't do much.
