if a business computer has been hcked into (and then after that, if the business computer then reinstalls their system)
could the same hcker be able to get into their system again BECAUSE they had already been in it the first time?

Reinstalling will not protect the business from hackers; if the business was hacked before they will need to find the hole in their security and fix it, otherwise they are susceptible to the same vulnerability as before.
There are a number of steps they can take to reduce risk, but overall they will need to contact a security consultant.

You should be EXTREMELY PARANOID, because not only that Captain Kirk, someone told me already that they're actually targeting people with Captain in their names on-line. I would completely disconnect from the internet and not go back on for a long time if I were you.

this, what I read was the hackers are hoping that they may find a Navy Captain so they can hack into the weapons systems.

I think we've been through everything you should do to keep your system safe. Now youre just being paranoid. NO YOU ARE NOT SAFE ONLINE YES YOU SHOULD USE SOFTWARES AND YES WE'VE TOLD YOU EVERYTHING YOU SHOULD KNOW.

I seriously doubt you are old enough to have a credit card, your posts and posting style indicates you are a minor.
Also IMHO you are stupid if you store credit info etc on a computer that is online all the time.
