Can a PSU slow down games?

Curious question. Since my current build is:

AMD64 3200+
GeForce 7950GT 256MB
1.5GB Corsair XMS
BIOSTAR 6100-M9
Enermax 460 Watt
Samsung 160GB HDDR
Along with other fans like HDDR fan and 80mm case fan

Is my wattage to low because I get random restarts with graphics intensive games and some don't run smooth. Examples: Hitman: Blood Money, even with all the graphics turned to low.
 
I would have thought it would most likely NOT be the psu and be the Videocard ram or cpu ? I could be wrong though......But that just sounds strange to me psu slowing down computer? I guess it could not be suppling enough power to the components. But then you would see random restarts and hardware warrings or computer not booting at all. I think the cpu is the problem since its fairly outdated but there pretty new games. or one of the other parts are faulty.
 
Most likely the psu doesn't have enough juice to power everything up while do you computer intensive tasks such as gaming like you mentioned.

When you game your computer takes more power to power everything higher in order to run intensive applications.

The eneramx 460 in your signature is not a high quality PSU; but rather a mid grade (thats being kind) unit

I would expect that unit over time to have degraded enough (capicator aging) that I would not be surprised you are experiencing trouble

I would replace it with the Corsair HX 520 watt


to answer another or your questions, a power supply that is delivering unstable or erratic voltage can make a CPU over heat, thus making it throttle back >>>>> which would yeild slower gaming performance

i agree with konstruct. it isnt only wattage that makes a power supply good. a $150 brand name high end PSU will outperform a $75 low-mid range PSU any day, regardless of wattage. things like current stability really come into play when gaming. i would say that anything between 500-550 watt should be plenty for your PC
 
a friend of mine had a similar problem where his comptuer restarted like that because of his PSU, because it couldnt supply everythign enough so the compute rpwered off all he could do was run word, upgrade PSU ASAP
