Can I replace my motherboard?

Ok so I am still kind of a noob with hardware so this might be a stupid question. Say I have an HP desktop computer from like 2008, instead of buying a whole new computer would I be able to just replace the motherboard, cpu and fans while still using everything else and keeping Windows?
 
Changing so many things would mean your prior Windows activation (assuming you are running Windows) will be an issue. Technology has changed so much in 5 years - I would advise just to get a new system and copy over the files you want to keep. Lots of sales right now on systems loaded with Windows 7 and/or last quarter's CPUs.
 
You can replace your motherboard and get windows re-activated, but as stated 2008 is long time in technology terms, if finances allow you I would consider selling the rest of your components on ebay and put the money towards a new computer.
 
Upgrades vs New

That's about the expected lifespan of the average hard drive, and Vista's "main stream" support ended April 2012, so a new drive and OS are around the corner for you anyway.
