It doesn't. It's newer so it requires less watts, it only takes an avg of 53 - 55 watts and runs stable on 300 wat PSU's.

Go ahead and run it on a 300W PSU if you like, don't be surprised when it goes bang. Remember most 300W PSUs won't have enough current on the +12V rail to make running the card safe. You need at least 26A on the +12V rail for any card, and 26*12 is 312, so to run any sort of discrete graphics card, you need around 312W on the +12V rail, which your 300W PSU won't have.
It will work, but it's probably not the smartest idea. I agree with Denther, save up and get a decent power supply first, and then get a graphics card.
