Can my CPU hamper my GPU?

I'm browsing for a new GPU. A fellow in another forum told me that if I were to buy a fairly good one, my processor (AMD X2 6400+) would hamper it's performance if the two are "out of each other's leauge". So the question becomes; how do I know what kind of GPU my CPU can actually handle?

That cpu will hold you back if you go for anything decent, such as a 4850/4870/4890, or any of the GT200 gpu's from nvidia. It might just be best to upgrade your cpu if your motherboard supports the newer phenom II's.
