Can not always safely remove

There are occasions where I slect "safely remove" my external hard drive and the coumputer says it is in use. I do ctrl-alt-del and no program is even listed as being in use.

Is there some override where I can make the drive be removed? I have Vista.
 
Use Process Explorer program to close any opened handled to the HDD.Once they are closed,you can remove it safely.

By the way if you configure Process Explorer the wrong way,it can happen that it crashes at every startup.So if that happens to you,let me know since I made a small fix for that few days ago.
