Can not connect to secure sites.

Hi all. My neighbor can contact any site but a secure one. Once logging into a secure site the page is directed to "This page could not be displayed" From Internet Properties, everything looks okay.
They are using Comcast cable through a Linksys router. The other computer on the network can not contact a secure site either.

Front Event Viewer, I see that IPSEC is down. I know what IPSEC is, but not how to troubleshoot.
Event Viewer/ Security;

IPSec Services: IPSec Services failed to get the complete list of network interfaces on the machine. This can be a potential security hazard to the machine since some of the network interfaces may not get the protection as desired by the applied IPSec filters. Please run IPSec monitor snap-in to further diagnose the problem.

Event Viewer / System;

The IP address lease 192.168.1.100 for the Network Card with network address 00C0A87EAB9A has been denied by the DHCP server 68.87.74.10 (The DHCP Server sent a DHCPNACK message).

Interesting... I think your neighbor needs to get that IPSec monitor running, for starters... he probably needs to go through the settings on the router-- there should be an address written on the router somewhere or in the documentation-- I've seen 192.168.0.1, 192.168.1.1, YMMV

Yeah its funny how IPSEC gets affected. It is appearantly a parasite. From MSCONFIG, selective startup bypases it until they remove them. I use spybot, ad-aware, and highjackthis. Are there any others?
