Can One Rail Die and Others Work???

Can one rail of your PSU go out, and the others work? When I hit the power button all 3 of my fans come on, but the bios doesn't start at all, and i've already tried switching out the graphics card. Could just the rail to my MB be out and the 12v rails still working? Right now when I turn on the computer it just beeps at me just like it did when the power cord came loose to the MB.
 
Thanks for the link, I forgot about that site. My rig has been running as best it can for so long that I forgot about PCStat.
