Can software work in other countries?

Let's say that I have a piece of software that I bought in England (In english, no region or limited install locks or alternate language options).
Can I install it on a computer that was bought and residing in (for eg) In Germany, America or Italy?

(Let's also say that the computers in the other countries are all windows x64 systems and comply with the requirements for the software)
 
As long as the system supports the software. It doesn't matter what region you are in or where you bought the software.
 
I live in Germany but buy all english software from the USA...everything has always worked fine for me.
