Can Someone Give Me a General CPU Rule of Thumb?

Would appreciate someone giving me a General Rule on CPU & RAM.
1. I take it that an Intel Duo 2 Core is faster then an Intel Duo Core if that GHZ & RAM are equal on the same O/S & in turn the Intel Duo Core is faster then the AMD Duo Core GHZ/RAM being equal. Is that generalization correct to begin with?
2. Is a Duo 2 Core that's 1.66 GHZ faster then a Duo Core that's 1.83 GHZ?

3. How about a Duo 2 Core that's 1.83 with 512 RAm as opposed to a Duo
Core with 2 gigs of RAM?

Sorry I haven't made this simpler but I think the gist of what I'm asking is clear. Any opinions & links appreciated. Please don't consider gaming in your answers.
 
1. A Core 2 Duo is faster than a Core Duo Mhz vs. Mhz. But a Core Duo is not faster than a Athlon 64 X2 Mhz vs. Mhz

2. Yes

3. Not a fair test, if you ran out of ram on the 512mb system and started using your virtual memory it could make you think the other one is faster but its really the ram holding you back. The Core 2 Duo is faster all the way around than the Core Duo.
