Can Someone Help Me On this XP System Restore Other Programs Disapeared from Start

I made some changed on my XP system on my laptop that worked fine to speed the laptop up under Administrative Services - Component Services - Services (Local). No problems. If something screwed up I planned just to do system restore and I had also written my changes as a fall back.

I'm posting because I did the same thing to my XP desktop and somehow it screwed up and while I can get on the internet, the start program is all screwed up, programs are missing, etc. and most important System Restore has disappeared. If I reboot it doesn't help. Can someone please tell me how I can get the system restore function back on again and hopefully then have things restored? Please spell things out. Thanks for your help. If I thought that there was a possibility of system restore vanishing, I never would have tried this!
 
See if this works:

Click Start, Run, type msconfig, press Enter

Click the Services tab, and check all the boxes that say Microsoft Corporation under the Manufacturer column.

Click Apply, Ok, Restart
 
I Can't get start sorry i should have Made that Clear

I can't get start and most things on my desktop. Sorry I should have made that clearer. What I can essentially do is is use some of my icons on my desktop screen to get on the Internet. I need a way to get into the system to restore the settings via system control or to be able to get into the control panel and change the settings back. I can't get into the control panel now because its not in the computer.

Click Task Manager, then click File, New Task (Run...)

Type explorer.exe and press Enter

Do you get your Start Menu back?
 
Thanks for you help. It basically got me to a place where i can try to correct the changes I made in the Control Panel and hopefully get me to where i want to be. I wasn't able to find system restore in it but maybe that's hidden in something I didn't click. I'll update this tommorow.
 
I revised these instructions using Task Manager:

Press and hold Ctrl and Alt, then press Del

Click Task Manager, then click File, New Task (Run...)

type msconfig, press Enter

Click the Services tab, and check all the boxes that say Microsoft Corporation under the Manufacturer column.

Click Apply, Ok, Restart
