Can someone please explain: USB Bandwidth?

This seems like something pretty simple but I just dont really get it...

Every once in a while my computer will pop up with a message saying there is not enough bandwidth for all of my USB devices. I tried unplugging some things, but it still pops up even when im not plugging something in!

So first off, what specifically is it telling me? and would adding another USB card solve the issue or make it worst?
 
make it worse. it's telling you that your devices are using all of the space/speed the usb chipset can manage. adding more usb ports would draw more power and use more bandwidth.
