Can this virus be fake?

I have a file which when scanned with F-Secure is found to be clean. However, when executed F-Secure picks up something called W32/Packed FSG.D. My question is this, can files that are actually clean appear - to F-Secure in this case - to hold a virus/trojan or whatever?

Don't risk infection from backdoor trojans by downloading keygenerators
for software you didn't pay for.

Yes some Antivirus's are way over secure. We call them "False Positives", well atleast I do.
