I have a pretty much stock Emachine T3104 with the stock 1.8 GHz on the AMD Sempron.

I wanted to know if I'd be able to buy a new AMD CPU with more GHz, and put it into this mother board, and everything will work properly and better.
 
You had better ask the manufacturer. While the mainboard socket is likely to take a more powerful processor, the board and BIOS may not. It might be necessary to flash the BIOS and only the manufacturer can give you the software with which to do that.
