Can you only use 800x600 of a 1024x768 LCD?

I have a 15" LCD element laying on an old style Overhead projector. The projector fresnel lens is only 12"x12" and very round corners. While projecting on the wall,I can only see something around 700x700, I can't see the start menu or anything that is on the outside inch or so perimeter of the lcd element.
Just wondering if a video card can send the whole desktop to a smaller section of the LCD.
 
Does the LCD have adjustments like ordinary LCD's do where you can change the horizontal and vertical height and width?
