Cannot access internet

I have posted this in internet descution aswell, but with no luck, so have posted it here.
My brother just dropped his PC (Dell/ XP Home) round for me to have a look at. It won't access the net through his router. Tried it on my router and nothing either. I cleared any Spyware/ Adware, and did a virus scan (avast) which found nothing, still no net. Firewall is config'd ok and I have been through every setting I can think of. It says its connected via Ethernet so its not the net adaptor. My PC connects fine through router so its not that. There is one weird thing though, when I go to set a home page and apply that, open up IE and it always trys to connect to http://go.microsoft.com/fwlink/?LinkId=74005.


Update: ran avast again and it found Trojan-Downloader.Win32.VB.alp which has now been removed. Uninstalled and reinstalled IE, made no difference to above error. Ran diagnostics on Net adaptor and everything ok. Turned off any firewalls/ protection. Changed cables and still nothing, this is really doing my head in!!!
 
It looks like IE 7 never finished installing there with the continued prompt to either keep current ISP settings or manually configure another. That trojan may have also beed a form of browser hijacker or was what tried to download one. The other thing to look at is how the account is configured through the network or IE setup wizard like outgoing mail uses same server as incoming or some other account setting change needed.
 
Uninstalled IE7 which had no effect. Tried doing a repair install of XP and it did not like that one bit. I'm just gona start from scratch and do a clean install. Cheers.
 
A repair install should have seen IE 6 returned there. But a reinstall doesn't mean a need for reformattung ther drive. The simple deletion of the current copy of Windows might just be the thing to see any remaining "bugs" like trojans removed as well that may have been missed by Avast. Too often AVG is far better at spotting things.
 
After I did the repair install it would not boot into windows, tried safe mode and that didn't work. Eventually it booted into windows and IE6 was present. I tried AVG 7.5 and AVG AS and every other spyware/ adware application I could think of and all of them found nothing. Still no internet!
 
You need to look over the troubleshooting FaQs for your ISP there unless your connection is no good. That would account for all problems where they have to repair that for you. It sounds like you are not seeing something configured correctly since your adapter and router are known to be good. The best thing there to do is contact their customer service to check on account information.
