"Cannot delete xxx: It is being used by another person or program"

If there's no obvious person or program using the file in question, is there any way of pinpointing which processes are accessing a file?

Task Manager gives me no clues.

Yes, I know about the safe mode method. It's just that at times it's unfeasible to restart, and sometimes (like today) it's easier and more practicle just ending the process that is affecting the file access. I don't know whether there's a way of finding out which process that is - any ideas???
