Cannot get to my Mouse Properties Settings without crashing - PLZ HELP!!

Hey, Im trying to enable horizontal scrolling on my laptop, but ever time i get to the 'device settings' inside the 'Mouse Properties' and click on Settings, it crashes and has to exit. I have NO idea what to do about this Driver update? I just installed about 2 weeks a whole plethora of updates including my Pointer Device drivers. Plz help

EDIT: It says "Windows Shell Common Dll has stopped working"
The only option is Close Program
 
try reinstalling the driver from the laptop manufacturers site, just to be sure that its a driver issue and not a maleware issue.
