cant boot or reset

my daughter has a Compaq C700 which crashed 4 days ago. Ive tried booting in safe mode and sytem repair but nothing seems to work.it didnt come with a reset disc as it has all the files for factory image on the hdd. But every time i try to reset it loads up to 22% and then freezes. can anyone help.
 
however i try to boot including safe mode i just end up with welcome to recovery manager
i can go into computer checkup then pick recovery partition and a window opens for a millisecond and goes back to menu . But if you use system recovery it takes about 35 mins to get to 22% then it just stays at 22% with no increase after about an hour of waiting.
