Can't Boot OS, with USB 2.0 PCI Card in.

Like the title says. My "Compaq" startup screen stays on forever. Usually it takes about 7 seconds, and then it loads up WIN 98 SE. But If I have the PCI card plugged into the motherboard, it won't load Windows.

I have since installed Linux (ubuntu) with the same result. So I feel it has to be a motherboard issue.

Plus, I got a SanDisk Micro Cruzer 2.0GB flash drive. I downloaded the 98SE drivers from Sandisk, and windows won't recognize the drivers that were just installed, per Sandisk's "setup.exe".

The flash drive works fine with Linux, although it is not USB 2.0 because I cannot even boot anything with
 
see if there is a way to switch from the boot screen to the actual startup sequence that shows what's happening, if i had to bet your bios doesn't know what to do with the card in terms of the boot sequence.
 
ummm well on some computers it'll say on the picture it's self to press F something to switch to the other screen, on others its a setting that is enabled or diabled in the bios. If you can get it to show the memory count and boot device detection instead of the splash screen you may be able to see whats hanging it up
