Can't boot windows xp from bios

I changed the setting so that it would boot from the cdrom drive. I restarted with the windows xp installation disk in the cd drive. I can't get it to run at all. This method works on my other desktop though. I repeated the process like 10 times already and nothing. is there another way to get it to install? I mean I have tried to install it by logging into my user account. It says that I can not upgrade my xp but I can install a new one. I have windows xp pro service pack 2. The one I'm trying to install is windows xp pro service pack 3 so that could be why. I did try installing it though and after I got to the dynamic update part, It stayed there for 6 hours even though it was only supposed to take 51 minutes.
 
If the cd works in a different system and not yours then either you have wrong jumper settings on the drive or you have a bad cd drive and it needs replaced.

When you boot to the cd, do you see on the screen where it says press any key to boot to cd?
 
I see that screen but it cannot find or detect the cd. Are you sure that's the issue, because I was able to open Rosetta Stone before on the same cd drive.
 
If you see that message on the screen then it detects the bootable cd. Are you using a usb keyboard by chance? Unless you have the usb legacy option enabled in the bios, you won't be able to use the usb keyboard at boot.
 
IDE cd drive? Got the jumpers set correctly? You might want to try using a a different drive.
