Can't change multiplier? i7 920 (DO)

I've been given some settings to try & reduce temps/blue screens
Most involve increasing the BCLK & reducing the multiplier (& various other adjustments) thing is when I go to reboot, all settings that I've changed are saved apart from the MP which remains at it's current maximum (x21) which then results in my system failing to boot & I then have to go through Windows startup repair.
Am I doing something wrong or is there another problem?

it BSOD is usually indicating something like incorrect cpu core voltage. Have you adjusted this?

I've not, but I believe it has been adjusted by the person that did the overclock.

Current Settings:

CPU Clock Ratio - 21x
QPI Clock Ratio - Auto
BCLK - 181
CPU Vcore - 1.26875v [1.35000v] (I've recently increased to this as I was told it was too low for the OC)
OPI/Vtt Voltage - 1.175 [Auto]
IOH Core - 1.100v [Auto]
DRAM Voltage - 1.500v [Auto]
