Can't Connect

My laptop, a Dell M1330 running Vista 64 bit, would not boot for some reason. Now it boots up. I have a wireless network in the house. Another laptop and a palm top connect to the internet just fine while the one that I had a problem with does not. I have tried 3 different web browsers. I'm told I'm connected with limited availability and 4 of 5 bars are lit. Running the troubleshooter I am told to plug in my connection. There is nothing to plug in t5haqt I know of. Ideas?
 
I reinstalled the OS. I can and I can not get online now. Under 'tools' work off line keeps turning on. There are other problems as well. Instead od Vista 64 bit I may try XP Pro, which I have.
 
Well, I guess it would be considered a shotgun fix as opposed to a surgical strike. The hard drive, pre loaded with a new OS, and the RAM were changed. At least it works correctly now. Thanks for all the help.
