Cant Control GPU Fan

GPU: Powercolor Radeon HD 6850 Single Slot Edition

I cant seem to control the fan on my fan even when im not doing anything. Its always at 50% fan speed and if i try to lower it it goes back up to 50%. The average temps are 50-60 when im not doing anything and 60-70 at 100% load.

I was thinking of placing a fan directly next to the gpu to cool it down so i could control the fan speed. Would this work?

Average temps GPU:60-70C CPU:40C

No point. Download something like MSI Afterburner and this way you will be able to control the fan.

I find that MSI works sometimes and sometimes it doesn't, but never the less i have a Spot open on my side panel for a fan and its directly next to my gpu so if i placed a fan there will it cool down my GPU?
 
As far as I know there are some GPUs that does not support fan control, like the Nvidia GeForce GT 220 for example -- there is no way you are able to change the speed of the fan. But as far as reading articles and such I have found that even if you are not able to control the fan speed, it is running at a 100%. All you need to do is make sure that the fan is clean and it should be fine.

Also did you check if your GPUs thermal paste has not dried up?

I got everything working. The problem was Catalyst Control Center was keeping MSI Afterburner from controlling my gpu fan. It was also causing me problems with video lag after 20-30 secs and in games i would go back to my desktop if i didn't constantly use the mouse. So i completely uninstalled Catalyst and everything that came with it and now everything works fine. Thanks Anyway
