Can't create startup disk in 98se

I'm trying to fdisk my other cp, the book i got with windows 98se says to create a startup disk by putting in a floppy and labeling it windows98 startup disk .Is it vital to label it that ? there is no room for all those letters . when i put a floppy in and click start,settings,control panel,add/remove programs,startup disk ,and then create disk ,the progress bar goes to 16 percent and stops and tells me to put in a windows cd I put my install windows98 cd in but nothing happens ..The book doesnt say to put the cd in ,just to label the floppy so I was wondering if the label would stop this disk creating process..My computer is in such a mess I cant uninstall windows as too many files are missing or corupted ..
On my messed up computer I typed in fdisk to the files locating option in "start " and was taken to a dos page asking me about partitions ,no matter what I selected I got stopped because the partition ( or something or other was not locked) Is there a clue here . Someone on this forum told me how to get to old registries ,before that I could not even get to the desktop Icons ,just blank screen ...I think I'm making progress and it's kinda fun but I'm stuck ..

i highly dought that you need to, unless it is needed to identify the disk, which i highly dought

You could reinsatll windows doing a restore that will not hurt any of your files. instert the disk that game with your computer restore cd and restart computer then a screen will tell you three options use the one that says restore windows 98 will not format hdd and click it. wait 30 minutes and the installation should not harm your files.
