Did you right click on your C:\ drive and untick the box that allows indexing service to index the drive?

Yes. It was already unchecked.

From what I've read it's because of Windows Search 4.0 that apparently somehow disregards the settings in Services. I'm wondering if there's a way to turn it off without uninstalling Windows Search 4.0

Uninstall Windows Search. It's using the indexer to find things faster.

This worked for me several times.

Windows Search (if installed): For indexing and quickly extended searching through (personal) files. If this search feature is not used, it is better to disable it. Remove the shortcut to Windows Search in the folder Startup (Start, All programs) and deactivate the toolbar Windows Search Toolbar (right click the taskbar, sub Toolbars) as well.
