cant find control panel

Actually im looking for device manager. i tried searching with the search function and could not find. this computer belongs to someone else. any ideas please.

Ok.....found control panel. went to device manager and looking for a dvd burner. it shows up as 3-1/2 disk drive. he does not have a 3-1/2 drive. deleted it and rebooted. it just detects it again. he's using xp home.

by the way....for information i found the control panel :
tried run control panel (that didn't work).
found with search at explorer.
