Cant get into safe mode

I have some sort of virus that is locking up my computer with this screen that says FBI and they want me to pay 200 to unlock my computer. I am trying to get into safe mode to fix the issue but cant. When I boot into F8 a black screen comes up that asks me to pick a choice to get into the system recovery.
It says

1: C:\ windows

Which windows installation would you like to log onto
(to cancel, press ENTER)

No matter what I type it tells me it is not recognized, could someone please help ?

Just press enter at that point, there shoudn't be a password. Most likely you will have to put that drive into another machine and scan it with malwarebytes. I'm about ready to leave for work so can't help you much today.
