Can't Get My USB PCMCIA card to work on my new laptop

So I just got this slightly used (6-months) laptop from my dad's company. I havenb't had too many problems with it, other than it having only a USB 1 port on it. So, needing a USB2 and Firewire port, I bought a PCMCIA card that combines the two off of ebay.

The card came in the mail, and when I plugged it in, my computer let me know right away that everything was in order. I now have two USB ports, and two Firewire ports in my device manager, and it tells me that they're running fine.

However, whenever I plug anything into the new ports, nothing happens. It's like it doesn't even recognize that I did so. The power doesn't even come on in the device. It just sits there.

It came with a CD full of drivers, but I was told that Windows XP should be fine without them. Since it was EBay, it didn't come with a manual, and there's no brand name on it AT ALL. I mean nothing on the card or the box. It does say ATI on it.

I'm running a Dell Latitude C610 notebook. Does anyone know what I should do?

first off, check to see if your laptop has the correct divers installed for your PCMCIA slot
then just install the drivers that came with your card and cross your fingers and hope it works...
