cant get password recovery program to run on my mac.

can't get bootable program onto my flashdrive from my mac,

I'm trying to download a program onto a flashdrive from my mac so i can run it on my dell. When i download it onto the mac, I can't open it because i dont have a program to run it with. So I put the files onto the flash drive anyways and hook it up to my dell. When I try to access the USB from the boot up screen prior to initial system start up, I get a black page of nothing. My computer won't do anything from that point unless i hit ctrl-alt-delete, after which my computer shuts down.

How do I make those files bootable before running them on the dell?
