Can't increase voltage or multiplier

i7 4970K Devil's Canyon
Gigabyte B85N
Corsair H100i

I'm trying to OC my CPU via the bios. However, I can't get the VCore value to go above 1.2V. It simply won't let me. If I type in 1.4v, instead of Auto and I restart and boot back into the bios, it still sits at 1.2v

Then I downloaded the intel extreme tuning utility, and when I go to voltage controls, it won't let me increase core voltage, nor can I increase the multipliars but i can increase the cpu voltage offset.

I'm I missing something here?
 
of course. when I change the core voltage and press enter, it just changes back to auto. even when i save the settings, it just reverts back to the default. I'm still running the stock intel boost settings. 4.4ghz is not bad by any means, but i just want to take full advantage of the h100i.
 
B85 is a business chipset, not designed for overclocking.
You should have Z87 or Z97 if you intend to overclock. H81 can, in some cases, overclock the Pentium G3258 - but not K-models.
