Can't open Twitter

I Have a Pentium-D,2.80 GHz,256 MB RAM, system at my working place and it will run Win XP SP3.

When I open "www.twitter.com" in IE-7,the message says that you are using old browser and "www.mobile.twitter.com" site is opened.

Then I download Google chrome and try to open "www.twitter.com".But error message displayed the screenshot of which is enclosed herewith.

The twitter is open in all other computers.

I think the problem is related to some security settings.But I don't know how to fix it.

I need help and guidance from the experts.

of course,yes.Another day to day working programs (day begin-day end related) runs on this system.

First of all correct date and time of your system......same problem faced with me.
