Can't see system restore?!?

Well ive been having some problems with my registry, and it has been suggested to me to use system restore. I go to system restore and open it but all i get a blank white window That says system restore on the top. Anyone know whats going on?

Edit1: I already tried that. It's set right 12% and the box is not checked.
