Can't start windows and can't format the disc

I'm having a problem with my fujitsu siemenes L7320 and are running windows xp. I tried to start my laptop her the other day, the starting process come to that point where windows are showing a window "windows are starting up" kinda thing. But the process stops there. My machine just resarts it self, and i can bearly see a bluescreen before the machine restarts. "It must be something wrong with windows" I thougt, and finds my recovery disc that followed my laptop when i bought it. But the dvd-rom are just spinning and spinning, and I can't get it to boot my recovery disc.

Anybody who has any idea of what the errors may come from?

When you restart the computer, do you see a screen that says
"Press F10 for Recovery" or something similar?

If not, press Esc while the computer is booting and see if you can
get the Boot Menu to come up, and select to boot from the disc.
 
Sounds like some kind of boot error, and your computer isn't recognizing the boot disc because it hasn't been told to yet, like bodaggit says, you'll need to enter the boot menu to select the boot from disc option.
 
Press the key the goes to BIOS (usually F2, F10 or Delete) than make sure the CD drive is set to 1st Boot device.
