I cant turn off my computer completely w/o switching off the PSU. I have to shut down Windows and wait until the screen goes blank and then switch off the PSU. The same goes whenever I have to turn on my comp, I have to turn on the PSU and press the the power butoon. I never had to problem until recently when I unplugged a few wires in my comp and then reconnected them.

I take it from what you are trying to tell us
the screen goes blank, but you can still hear the fan on the micro going, the power supply does not go into standby.

Well, I can't help with the turning off problem - but the PSU needs to be turned on for the power button on the case to work.

Could I suggest you edit the subject line to say something like
"Computer does not go to standby after close down"
You might get a better hit rate, right now anyone seeing the subject line might think you have a faulty power switch (or something?) and might not visit the thread, when they might know the "correct" answer.
Oh by the way what is the "make", "model" number of the mother board?

You said you unplugged some wires, then plugged them back in...are you sure you didn't know out some of the front panel connectors for the power button? If you did take those out and put them back in, often they need to be in specific places for it to properly short the circuit to wake up the PSU...but if you didn't touch those then it isn't the problem.
