Capture Video from webcam? How can I put together Gifs from jpegs?

Hey, I was wondering if there's a program that I can get that can watch my webcam, than if something starts to move, it can start recording whatever's on the screen? Also, what's a good program for webcams?

Also, something else I want to know is, what program can I use to make a GIF out of a lot of jpegs? Thanks in advance.
 
Fraps can record anything that is displayed on the screen. I am not sure of anything that starts recording once somehting moves though.
 
Yeah, I don't know about the whole "motion-activated" recording with simply just a webcam.

And as far as Fraps, I tried it in the past, but it always created HUGE file sizes. For example a 5 or 10 minute video was over 1GB in size unless a chose the tiny resolution setting. So, Fraps didn't really impress me, although I know a lot of gamers use it to capture video from their games - so maybe I was doing something wrong.

And I would also be curious about how to make gifs out of many jpegs. Maybe someone will respond to that.
