I'm trying to convert vhs tapes to dvd, and have one question. Which card do I need, a capture card or a TV tuner card. thanks

For you, you want a Real time MPEG2 capture card, It will save you HOURS of work.

And capture/tvtuner, can do what you want, but if it is Softwate based, you may need to save it in a default codec, then later change it to MPEG2, wasting time.

I believe ATI has a very nice selection.

Realtime MPEG2, very good suggestion... Just be sure it's hardware and not software! Many cards CLAIM they are realtime, but in fact, they use only software encoders. This results in lower quality and usally dropped frames.

As for capture or TV Tuner, they are the same thing, but the TV Tuner, obviously, has a tuner in it. If you plan to capture cable TV, get the tuner. Othewise, you'll have to use RCA or Svideo to send video into the card...
