If I get a [Lightscribe Technology] 16X Dual Format/Double Layer DVD±R/±RW + CD-R/RW Drive in a custom comp as a CD/DVD drive, do I need to get a CD-RW/DVD-RW Drive too or does the first one have both.

The first one has both. It will be able to read, write, and rewrite to DVD's and CD's. Since it has Lightscribe you can buy special disks (if you want) and turn the disk over and burn an image to the front.
