CD repair

How do CD repair machines "fix" CDs? When a CD is scratched, isn't the data destroyed?

Optical drives are basically just "pits" on the disk surface. A scratch interferes with those pits. However, if you smooth out the surface(either fill the scratches in or buff them out) the drive should be able to read the original data...
