Centrino downclocking issue

Hello Forumites,

I purchased a laptop a couple years ago (Toshiba M30 Centrino 1600Mhz). The problem that I am having is that I cannot get the clock speed for the CPU to get over 600ish Mhz. At first, I thought that it was downclocking itself because that's what Centrino's do, but even after changing the BIOS to have the processor at full power at all times, it doesn't change.

I ran both CPU Bench 2003 (gives my laptop the power of a 600Mhz Duron) and CPU-z to get all the information. Thanks for any help,

When it's running at lower speed are you running it off of battery power, AC power (outlet), or both? It should regain full speed if it's plugged up to an outlet.
 
Laptops really don't have much in the way of options to change that kind of stuff. Run SuperPi and see if the speed goes up to 1.6GHz.
