Changing bitrates?

i am trying to make some ringtones for my phone.... i need a program that will lower the bitrates on my songs.... any programs that will help? i can't find any that will do it.... thanks in advance...
 
yes, download Audacity, open a file and it will be under preferences. Click File Formats and it'll be at the bottom :)

Actually, SUPER converter would work also...
 
Does lowering the bit rate just lower the quality by the amount your lowering the bitrate? Or does it view it as a lossless file and then compress ever more resulting in additional quality loss?

i don't know about all of that, but i know you lose quality when you lower the bitrate, and it also makes the file smaller.....
 
yeah, you definitely lose quality, but I want to know if you just lose a proportionate amount, or if the reencoding causes a loss greater than the percentage bitrate reduction.
