changing drive designation

Hey, My friend just custom build a new PC yesterday and he was wondering how to change his drive designation for example H to C.
 
That's a simple trip into "Control Panel>Admistrative Tools>Computer Management>Storage" to then open the Disk Management tool seen there. Note the rectangular areas with different drive letters or unallocated space. You simply right click on the intended drive to see a letter change and choose another from the option there.
 
My friend tried this however it wont let him change the letter designation for boot drives.
