changing iPads

I think I have backed them up to my iCloud, so I hope that I can get them onto my new iPad from there. If so does this mean I can have them on both iPads running at the same time?
 
Yes. And if they don't come back automatically, just go to the app store and re-download it.
 
You can have up to 5 iOS devices per Apple ID, and you can put any apps you purchase on up to 5 devices. If you have more, you need to remove your Apple ID from that device before adding a 6th, deleting apps alone does nothing.

I do still seem to have a problem with getting the photos on the new iPad. Because of the large number I was not able to save them on my iCloud so I copied them across to my PC (Windows 7). I did not use iTunes as this program is so un-user friendly. I was just able to copy and paste from the old iPad.
my problem is that the new iPad (Air 2) is not seen by my PC.

Is there an easy way I can use to get over 1000 photos from my PC to my new iPad?
 
You could always just perform a full backup of the iPad onto your computer and restore it to the new iPad.
 
The last time I tried to do a back up of my wife's iPad I had to use iTunes and in the process I lost a lot of videos that were rather precious to us. So I am somewhat reluctant to loose anything more.
I am a PC person and while I like the iPad it seems that the Apple programs don't like me. I find them too restricting. I guess I need someone to take me step by step through the process before I use iTunes again.
Is there a reason why I can't do the reverse of the process to getting the photos from the old iPad to my PC?
