AMD is generally seen as a budget-system processor now, can't give any suggestions though :X

Heard it can OC to 3.0 GHz

keep in mind.. gaming machine.

Your not going to get much for 400-500$ if you could i'd suggest spending 1000-1300$. A 400-500$ gaming machine would get heavily outdated quickly. Which games were you looking to play and at what settings?
My current rig (as seen in my sig) can play games like counter strike source hl2 deathmatch, guild wars, wow all on high settings without a problem it only cost me about 1200$ with tax and everything. Also which company are you looking at to buy the parts from .. newegg, tigerdirect, canadacomputers ?
 
The E2160 is very nice for the money, actually can OC up to 3.6ghz with good cooling. AMD's equivalent is the X2 4200 if I'm not mistaken.

It should actually be decent at $400-500...

I currently have a rig that can play crysis on max settings flawlessly at around your price range.

Also I'm using newegg.

Get the GDDR3 version of the 8600GT. That'll OC up to around a GTS's speed.
Get Corsair XMS2 DDR2-800. $30 after rebates.
Get the OCZ GameXStream 700W PSU.

Down the PSU to a cheaper $50-60, e.g. Rosewill RP550-2, XCLIO STABLEPOWER 460W, OCZ StealthXStream 500W
Upgrade 8600GT to 8800GS/ 9600GT
 
still deciding on a build? I am glad i don't game as $350 for a computer would definately suffice for what i do. good luck with the build.

Hehe... if you bought the right hardware I'm sure a $350 computer would play COD4 fine... maybe not on max settings but hey.
